Jaheira-Neera conflict bug?

in BGII:EE Bugs (v1.2.2030)
I don't know if it is a bug but when Jaheira Romance dialogue is supposed to trigger i get a conversation between her and Neera about spell surges(Jaheira Romance theme triggers aswell),the original conversation is skipped and for the most part the romance continues normally after that.
If i split the two i get Jaheira's normal romance dialogue,but the spell surge conversation will pop up in the next romance talk.
I just wondered if this is indeed a bug and if it can screw up something further down the road.
