This is just for fun, and also for me to note when I make items that have the ability "cast X spell Y times a day".
Chosen of Mystra, like Elminster and the Simbul, can cast one spell from each level each day as a special ability. If you are to choose similarly, what spells would you choose? For me, as a mage, I would choose these:
L1: Protection from Evil
L2: Mirror Image
L3: Dispel Magic
L4: Stoneskin
L5: Spell Immunity
L6: True Sight
L7: Limited Wish
L8: Simulacrum
L9: Wish

I think answers would depend on what kind of (specialist) wizard class (single/dual/multi) one would play.
I'm giving you a list with a few other spells than the ones you picked:

When talking about items, you *have* to make them make sense, don't make them OP (that ring that gives Mirror Image x3 in Rasaad's and other stuff from Rasaad's quest is too OP for my likings, it does not feels like BG2's item abilities) and watch out because there are many different uses for each spell. Sunray is overrated for me when battling Liches/Demiliches, it's just another crap, better to use Incendiary Cloud against Liches, Sunray is better against a group of Vampires.
EDIT: also have in mind that there are a lot of items that can cast spells once per day, don't make them alike to them, nor too OP, like the Ring of the Gaxx or like Rasaad's stuff.

I would however pick PfMW instead of True Sight, like @CrevsDaak did. I'd be interested to see what kind of items you come up with!
Self damage when hitting enemies is complicated to code unless you are applying it to a weapon, if so, it's very easy to apply it to a weapon (look at Backbitter+3 for an example).
I'm using AD&D 2nd Ed DMG (Intelligent Weapons) as a reference. I have the following:
Long Sword +5
Base Damage: 1d8+5
Speed Factor: 0
Special Powers
- Dimension Door once/day (based on Teleport ability in PnP)
- 5% chance to Disintegrate target, subject to target's magic resistance and saving throw
Rationale of its powers is to create something that is reasonably powerful but with a drawback (Disintegrate is cool... but you lose the loot!). If I add another power, I'll throw in the negative regeneration.
