Romances not working

I've been having a problem with the romances not starting in my game. I made a chaotic neutral female elven mage and tried to romance Hexxat, but the romance never started. I made a chaotic good male human sorcerer and tried to romance Jaheira; I'm now in the Sahuagin City and the romance talks never started. However, the Aerie romance started but as I've done that one before I kicked her out. Am I just missing something, like do I need to complete all of Hexxat's quests for her romance to start, or does she only romance evil characters? The romances are one of my favorite parts of BG2, and they don't seem to be working correctly for me in EE. Help!
