No spell slots on level up

My kensage didn't gain the expected level 6 and 7 spell slots when going from level 20 to 21. I have the bonus slot HLAs, could that be the reason?

    The mage spell progression in BG2EE is slightly different from ToB. I guess that's where you found your reference.
    You don't get new spell between level 20 and 21, 22 and 23, 25 and 26, 27 and 28, then you only get a new spell at level 29 and 35.

    Indeed? That's not stated in the manuals :\
