Ranger/Paladin/Mage/Sorcerer Bonus Spells

Something I'd like to see is mages, sorcerers, paladins and rangers gain bonus spells based on their primary attribute like a cleric does, this would make having a high primary attribute something worthwhile. At the moment the mage only gains slight improvements to his ability to scribe spells into his spellbook, while the others gain nothing what so ever. A sorcerer with 3 intelligence would cast spells just as well as a sorcerer with 18 intelligence.
What I propose is that these classes gain bonus spells based on their wisdom (paladins, rangers), intelligence (mages) or charisma (sorcerers). I placed charisma as the primary attribute for sorcerers because that is their attribute in 3rd edition, where the sorcerer was ported from.

wis - bonus spells, magic def, caps highest spell level
int - chance to learn a spell, caps highest spell level
cha - nothing, conversation/merchant bonus
Half of which is not implemented or not properly as you said. but i feel that generically just giving spell boni to everyone is a lazy solution.
Tbh looking at the relative spell power these are looking not bad, the last thing this game needs is a sorc buff. However they could make the features which are not currently working, like magic def actually work.
Also fix a few exploit-like things, like only counting the base Int and not item boosted for spell learning. My biggest problem with Int is that scroll are destroyed on a failed attempt. If i fail to learn Time Stop, i reload, period, making this mechanic irrelevant. If a failed attempt would not destoy a spell but just prohibit learning for a day, i would live with that.
If they make the stats do what they actually supposed to do, that would be fine. But for now Int is pretty much useless.
And yes, you need double the spell's level in Intelligence to cast it. Level 9 spells require an 18 Int.
