Creating a new paperdoll

So, I want to create a new paperdoll, one which will correspond to the look of solar - designation: 0x7f3b solar.
Can someone give me some pointers on how to do it, step by step (with necessary programms, how to code the file, where to put it etc.) in order to not screw this up?
Alternatively - since I'm rather artistically-challenged - if someone finds themself in particularly charitable mood and finds a few moments to spare to draw something like that, I would be very gracious
