I'm pretty sure that you will be able to get the regular android version on the Ouya, and if it has support for mouse and keyboard it should be no problem to play it.
The only question it then, does the android version support mouse and keyboard input?
I believe BD is concerned with Ouya due to the console not shipping with a mouse but requiring it for BG. I think the other concern is the same one shared about Steam, that is the amount Sony, Ouya and Steam take as % of sales.
One day when BD has made their money back on BG:EE, it could be possible to see the game on those other platforms with a disclaimer that a mouse is required.
Ouya has one USB and Bluetooth 4.0/LE. I plan on hacking stock Android onto the system the minute it arrives. If the Android edition has mouse/keyboard support then going about it this way shouldn't be a problem.
I guess if you don't want to hack the Ouya you might run into problems.
