Quick question on thief skills (pick pocket)

So I know the rules for pick pocket changed a little, especially after getting my first 'this person has no items for a cut purse of your skill' or something like it. I can't seem to find anything that says how this works. Do I need to put more points into pick pocket, or is it a level requirement of some kind? Does this kind of thing happen with locks and/or traps now, too?

Sorry for the newbie questions, but I'm not seeing anything on google and this is my go to place to ask questions. Thanks for your time!

    Below are the values you'll need in Pick Pockets to have a chance at pick pocketing items. Like other thieving skills these are minimal scores that are based on the items location on an NPC. You can't pickpocket shields, helmets, boots, or armor (if they are equipped).

    General Inventory: 10
    Quick Items: 50
    Ammunition: 50
    Rings: 60
    Amulet, Cloak, Gauntlet, Belt: 80
    Weapons: 95

    So if you were looking at taking someone's weapons (provided they aren't currently being used) you'll need a 95 in Pick Pockets to even stand a chance at being successful. You cannot steal weapons that someone has equipped however (so if a guard is using a sword you might be able to steal the crossbow he currently has in his second weapon slot but isn't currently using).

    Likewise a certain cloak obtained in Beregost will require a 50 (its technically counted as being one of his quick items).
