Externalize the cooldown timer to activate Stealth/Hide in Shadows again

I think it would be pretty cool if someone could mod the Shadowdancer kit so that as it gets to be a higher level the amount of time needed to re-enter stealth is reduced. Anyways, as far as I know this (and by that I mean the countdown timer when it comes to the stealth button) is something that is hardcoded. So I figured I'd make a request for this to be externalized :)
