Door atop prison

I've just noticed something which I'd never seen before: there's a door in the roof of the prison in Athkatla's Government District, leading out onto a flat-roofed section ... and this door highlights when I press TAB, as if there were some way to get up there and open that door. So far as I'm aware, however, there isn't actually any way up to the prison roof.

Have I missed something somewhere, or is it just a meaningless "feature" that an inaccessible door appears to be functional?

    Actually there are two doors (one is further behind and leads to an inner courtyard).

    I've seen a lot of unused doors and chests in several maps throughout the game. This appears to be one of them.
