Minimum Level for Watcher's Keep?

in Baldur's Gate II: Enhanced Edition
Hey, the merchants atop Watcher's Keep sell some cool items I'd like to get straight away, but when I went there to start the quest so I could shop, they told me I was too low level. What level do you have to be to start the WK event? Until you do, they won't go to the top of the keep and you can't shop until they do. (Otherwise they just mutter crap about Helm.)

    I have gone there pretty lowish. Never had them refuse. I was probably around 12ish

    Odren will complain if your character is level 9 or less, but if you force the issue he will comply with your wishes in the end. WK itself is partly level dependent as well. For example, you'll have to combat less statues on the first level if you are on low levels.

    I always started the first two levels in SOA (around chapter 2/3) for the experience and items, then left the rest for throne of bhaal.
