Soldier of Amn aggroing in Nashkel

There are 3 patrolling Soldiers of Amn in Nashkel who aggro my party regardless of rep.

Rep 2-13, same behavior. Have zoned out. Rested. Killed them (they seem to respawn).

I don't recall doing anything to piss them off and the rest of the town seems fine with me, including other Soldiers of Amn.
