Recruiting Rasaad in ToB

in Baldur's Gate II: Enhanced Edition
Where can I find Rasaad in Throne of Bhaal? I know he is supposed to come back even if he left you during his SoA quest (I have been using Wilson as a replacement ever since). Do I have to summon him via the Fate Spirit, or will he show up at some point?
