Vocalize bug?

When I'm silenced I cannot cast the spell Vocalize. Usually you're able to "dispel" silence effects with the spell Vocalize. Is this a bug?

    You should be able to cast the spell Vocalize while silenced. Enemies in BG2EE are able to, so I don't see why a player character couldn't.

    Vocalize has the "castable when silenced" flag in BG:EE, so I imagine this will be fixed for BG2:EE when patch 1.3 comes out.

    Well, it obviously isn't working and mayhaps hasn't got the flag "castable when silenced". One among many bugs.

    Huh, I thought you were wrong, but I just checked and I can't cast vocalize when silenced. I guess I've never noticed that because I only ever cast vocalize from scrolls. It's too situational for me to ever dedicate a spell slot for it. I did some testing, and apparently you can cast any spell from a scroll while silenced. That's news to me. I wonder if that's intended behavior?

    It's obviously a fatal error in the game.
