Trouble with the Rogue Rebalancing mod

I recently started a solo jester with the RR mod. Every time I use the song, the only effect it has on monsters is an audio sound with some visual effect but nothing else happens. Also, the RR jester is only supposed to use weapons that thieves can use, yet I can use any weapon except for a composite longbow (I cannot add any proficiency points to flails, warhammers, etc). Has this happened to anyone else using the mod?
