[Windows 8.1] With multiple monitors, game shows half on one screen and half on the other

I am running Windows 8.1 on Surface Pro 3. I am running at 2160x1440 on the surface display, and 1920x1080 on the external monitor.

1. Install game from Beamdog
2. Start game

Expected:
Game should display on one screen. The game should be at the proper resolution.

Observed:
- Half of the game is displayed on monitor 1, and the other half on monitor 2
- Bottom part of the game screen is not displayed

    Windowed mode displays at the right resolution

    After unplugging the second monitor, the game still displays only the upper left quarter while in full screen mode (see pic of surface in original post)

    Work around for this issue: right click on icewind.exe, choose compatibility, and disable DPI scaling.
