[Not An Issue] Pale justice ambush not spawning

The spot in lower dorns deep, artisan quarters, where you get ambushed by 2 Umber hulks bursting trough the wall and opening the way to the body with Pale Justice does not seem to work properly.

I have been running around in the area for 15 min and rested repeatedly to see if I could get it to spawn. I have tried both before and after killing Malavon.

I can see I can move behind the walls due to the muse cursor changing. But due to the no show of the Umber hulks, I cant get to the area.

    Pale Justice is not available until you put the Voice to rest.
