[Not An Issue] Free Action Compatiability Issues - possible bug/rule fix needed

Looks like a ring of free action stops boots of speed working, but not boots of the fox.

I think per PNP free action is compatible with boots of speed/fox. This is also the case in BG.

This was a vanilla install, no mods.

    it doesn't interfere with boots of speed in my game.

    boots of speed only give +3 movement rate. you might not notice the effect.
