Elkart at the Blade and Stars

in Baldur's Gate: Enhanced Edition
I've played BG a number of times now, and have never figured out what role the character "Elkart" (who hangs out on the first floor of the Blade & Stars inn in Baldur's Gate) plays in the game, if any.

Does anyone know? Is he just a grumpy named NPC with no special role at all?
