Of course there is the built in cap that stops AC getting to good ie if an enemy needs a 20 to hit you no matte how much your AC improves they will still only need a 20 to hit you.
Or 19 will critical hit too if the enemy has single weapon or two hander style. Happens a lot in scs. Also critical hit or smite hlas will always hit.

Yeah if the attacker has a single weapon and single weapon proficiency, or a two hander with two handed style, a roll of 19 will always hit. Not only that, if the defender does not have a helmet or stone equipped to head slot he will suffer critical hit.
So those weapon styles actually do matter. It increases your chance to hit when youare lvl 1 and face an enemy with -30 ac, from a mere %5 chance (roll of 20) to %10 (rolls of 19, 20) effectively it doubles your chance to hit!
