#10748 [All] Council letter should not be a castable scroll

1. Start a game with the default party.
2. Create the council letter via C:CreateItem("cletter").
3. Press I and select the letter.
Observed:
The council letter can be placed into a Quick Slot and cast upon a single target (does nothing).
Expected:
The council letter can't be placed into a Quick Slot.
Original report:
The Council Scroll found in Lonelywood can be placed in the quickslot and casted upon a single target.
