Thieves and armor with -theif skills

I really need an explanation on how this works.

I just acquired Kaylessa's Armor +3
Decided I could give it to my fighter/theif and use a level up rebalance the skills back to normal.
Problem is, I have no idea what the numbers are telling me.

With no armor my theif has:
open locks : 100
find traps: 50
pickpocket: 100
move silently: 30
Hide in shadows: 30
Detect Illusion: 0
Set Traps: 100

Kaylessa's Armor +3 states, when equipped, the penalties for theives are:
open locks : -5%
find traps: -5%
pickpocket: -20%
move silently: -10%
Hide in shadows: -10%

But my skills end up like this:
open locks : 105
find traps: 55
pickpocket: 105
move silently: 33
Hide in shadows: 33
Detect Illusion: 0
Set Traps: 105

So is there a penalty or not?
Is this a bug, or am I not understanding how this works?

    No penalty it looks like.

    Does the armor give +1 Dex? That would explain the +5 in everything.
    (+5 into "stealth" would mean +2,5 in move silently and hide in shadows each, which looks like the game rounded up to 3)

    yes it's dex+1
    could that be why there isn't a penalty?

    Guess I'll just put it on...considering there is no down side... still - it feels like there should be.

    Even if it gives DEX+1, something is still off.
    Either penalties from that armour don't work at all or are not reflected on character sheet.

    I'll try another armor and see if the penalties kick in... will post back.

    my thief with no armor: (he leveled up since last post)
    open locks : 100
    find traps: 75
    pickpocket: 100
    move silently: 30
    Hide in shadows: 45
    Detect Illusion: 0
    Set Traps: 100

    Tried on some Hide armor
    open locks : -10%
    find traps: -10%
    pickpocket: -10%
    move silently: -20%
    Hide in shadows: -20%

    result:
    open locks : 90
    find traps: 65
    pickpocket: 90
    move silently: 30
    Hide in shadows: 30
    Detect Illusion: 0
    Set Traps: 100

    conclusion:
    still confused as hell.

    Just checked out Chaimail of the Hand and Yeti Hide armour. The thieving penalties appear to be as listed and displayed correctly on the character sheet. It looks like Kaylessa's Armour may be bugged, with the wrong signs applied to it's thieving mods.

    I also noticed this with Kaylessa's armor. I then noticed the +1 Dex and figured it was because of that, but now that I think about it that shouldn't give bonuses large enough to more-than-counteract the armor penalties.
