#10537 #10536 [windows] Whirlwind cast by baddies onto the party is bugged

1. Start a new HoW game with the default party.
2. Ensure that Party AI is turned OFF.
3. C:CreateCreature("djinni")
4. Wait until djinni casts whirlwind.
5. ctrl-y (kill) the djinni
5. Heal your guys with ctrl-r to keep them alive and wander around.
Observed:
Whirlwind will follow whoever it was cast at even if they walk away from the whirlwind it will follow them. I have trouble keeping my guy alive after he's been locked onto by a whirlwind, but I've healed my guys quite a bit and the whirlwind never goes away until the guy is dead. Perhaps there's an issue with the "must hit 8 targets" before it goes away since the party without summons is 6.
Expected:
Whirlwind is supposed to randomly wander around according to the description. This is actually the behavior you get out of whirlwind if you were to create a druid and cast it on a party member, for some reason when the AI casts it on your party it tracks that initial target until you are dead.
