Current behavior: Deaf, silence or any other kind of spell block/failure chance make impossible the cast of vocalize. Either i cast it before i'm affected by the silence (or other hinder spellcasting effect) or i can't use vocalize.
It works if i cast before the silence by the way, i just can't cast it silenced.
Expect behavior: Vocalize should counter silence and other verbal component hinder spell effect.

I don't think vocalize ever countered deafness in the originals, but it would make sense. But that would be a feature request, not a bug.
