How to install BG2 Tweak V16 on BG2EE

in Baldur's Gate II: Enhanced Edition
I saw this mod is compatible to BG2EE, but when I double click setup-bg2_tweaks.exe, the window asks about "choose your language", no response regardless of what I type. How to proceed to install this mod?
