[Intended] Warrior dual classes should not be able to put more than * in a proficiency after dualing

1) Load attached original (with Heart of Winter installed) Icewind Dale save (titled "dual class original")
2) Dual class "ted" into a mage.
3) To bring the mage up to the next level it is granted a proficiency point, console in 40,000 xp with GETYOURCHEATON:SetCurrentXP(40000).
4) Level him up.
5) Notice that with your added proficiency point you are not able to put more than * in any proficiency.
5) Load attached IWDEE save (titled "dual class bug").
6) Dual class the character into a mage.
7) Use the console command C:SetCurrentXP("40000") and level them up. Put your gained proficiency point towards axes.
8) Notice that you are able to do this. In other words you are able to exceed the ** in axes you had initially as a fighter.
Expected Behaviour: In this case you should only be able to put a maximum of ** in the weapon (axes) and weapon style (two-weapon style) that your fighter specialized in.
Additional information:
Besides fighter -> mage, fighter-> cleric, fighter-> thief, and fighter->druid dual classes this would also potentially apply to ranger-> cleric dual classes.
