[#11521] Inquisitor's Dispel Magic should have the appropriate dispel effect at levels 1 through 5

The Inquisitor's Dispel Magic ability (SPCL231.spl) is missing certain steps in its level progression. From the description of the Inquisitor: "The spell [...] acts at twice the Inquisitor's character level."
The Inquisitor first receives this ability at level 1, but the lowest dispel effect that is present in the SPL file uses a dispel level of 12, which corresponds to a character level of 6. That means the spell is missing the appropriate dispel effect for the character levels 1, 2, 3, 4, and 5.
