SPWI399.spl is not the wizard spell available to players, that would be SPWI308.spl (which causes electrical damage). When looking around the game files with editors, it's important to make sure that you know what you're looking at.

Spells not available to players may have other purposes in the game or they may not be used at all. But they don't need descriptions because players will never see them in-game. If one of those spells has a description, that description does not matter.
