which software do you use to add extra areas to the world map?

WOuld like to start messing about with extra areas. OR are there multiple things to tweak in order to add new areas? I realise the new area has to be populated, but one step at a time!

Never had the time to mess about with game tweaks, but it always been something i feel I should learn.

Any tutorial vids on youtube or such like?
