#17491 Hexxat's Domination ability and description should match

There are inconsistencies between the description and the implementation of Hexxat's Domination ability (SPIN883.spl). The description states:

- "Duration: 8 rounds"
- "Casting Time: 5"

But the ability uses:

- Duration: 32 seconds
- Casting time: 1

Therefore it is necessary to change the ability or adjust the description, depending on what is intended.
