[Known #7732] Neera's Staff should cause 1 point of fire damage to either Neera or the target

Hurricane

1. Load the attached save.
2. Let Neera attack Kagain with her special quarterstaff.
3. Keep attacking until the 10% chance for fire damage triggers.

Observed: The fire damage animation is displayed but no fire damage is dealt.

Expected: When the 10% chance triggers, Neera's Staff should cause 1 point of fire damage to Neera or the target, as per the staff's description.

The same bug also exists in BGII:EE v1.3.

The bug is due to the fire damage amount in STAFN1.itm being set to zero instead of 1.

See screenshot: fire damage triggers, but no fire damage is dealt. Kagain only takes the staff's ordinary damage.
