Question on understanding stats on armor

Ok I think for the most part I got that lower AC is better, but Im not sure if Im reading the fine print correctly. Ill use these 2 pieces of armor.
Plate Mail. Armor Class 3 (0 vs slashing)
Full Plate Mail. Armor Class 1 (-3 vs slashing, -2 vs piercing and missile)
So take the Full Plate Mail. My AC is just 1 with that on, but when Im facing a slashing vs piercing/missile attack, does the -3 and the -2 mean that it is moving in that direction frm the AC of 1? Meaning, is it going 1 + -3 for the slashing, and then 1 + -2 for the piercing/missile?
Or is it just saying that the AC of 1 BECOMES an AC of -3 vs slashing and -2 vs piercing and missile, meaning no adding or subtracting involved.
I figured it was my 2nd interpretation, the one where it BECOMES the number, instead of adding and subtracting, due to the fact that the Plate Mail has a 0 vs slashing, which wouldnt really make sense if you were adding or subtracting it because it would be pointless.
But just want to make sure
