I think I am understanding you question.
The missing .exe is just weidu, you can copy any setup file from any other mod and rename it to 'setup-tod.exe' and it will work, or use the setup file from an older version and it will work for the latest version.
I tried this mod (4.0.8) with my 2.6.6 EET modlist and noticed that there are strange graphical glitches with the area tiles:
Does anyone else have these glitches with ToD?
I am not very familiar with BG modding but I found an old post (Link) which describes similar problems for mods that use the old Palette-based TIS format files instead of the new PVRZ-based TIS format.
Could this be the reason for the glitches? If yes, would it be fixable?
Or could it be an incompatibility with another mod I use?
EDIT:
For everyone with the same issues:
After I found out that the mod “Fishing for Trouble” has the same issues, I played around with the settings and discovered that the tile boarder glitches disappear if I activate the “Nearest Neighbor Scaling” method. With it everything looks fine!

Yes, I also have graphical glitches with the mod on EE 2.6.6.0. Fine lines are visible in EE with various other large creatures too - Nabassu, Balor, dragons (not in vanilla BG2).
