In Family iPhone function don't work

I have the "Family" function in my iPhone activated and I have bought the game Balfurs Gare I. I will to download it in the iPad of my wife, but it isn't be as bought and I need to buy it again. Why doesn't work the "Family" function? In the Apple Store is written, that the game support this function.
