[Known #7599] Shocking Grasp breaks weapon usage after save/load

How to reproduce
1. Cast shocking grasp with a weapon equipped
2. Quick-Save
3. Quick-Load

Observed
Shocking grasp icon disappears, unable to equip weapon
("magic weapon in use"), cannot equip any normal weapon, resting does not help

Expected
Shocking grasp should behave normally after save/load
