Bug? Can't put two slots into Two-Weapon Style as a Blade

in Baldur's Gate: Enhanced Edition
Hi, I'm playing as a Blade in BGEE 1.3. When I was creating my character I wasn't able to put more than 1 slot into Two-Weapon Style. I believe three is the max for that character type. Is this a bug or am I overlooking something? I didn't have the same problem when creating a Blade in BG2EE.

    You cannot allocate more than one point at creation time but you will be able to increase your proficiency points when you level up.

    Similarly,
    a level 1 fighter/ranger/paladin can allocate 2 pips at creation time and add a third point later on.
