Baeloth not spawning, what am I missing?

in Baldur's Gate: Enhanced Edition
I'm level 5, and I'm on Chapter 3. Found the tower in Larswood, approached it from all different directions, but the Baeloth cutscene just wont trigger. Am I missing any other prerequisite?

    I think you have to be lvl 6 or greater.

    Really? Everything I read said 5, oh well I'll come back and try again at 6!

    I reloaded from an earlier save and he spawned fine, must have just been a bug.
