Strength tome used on 17 STR warrior?

in Baldur's Gate: Enhanced Edition
What happens if i have a halfling fighter with 17STR use the tome that increases Strength? Will he gain just 18 STR or exceptional STR?

    Exceptional STR only applies at character creation. You can not gain it later.

    ... except temporarily with spells (Strength, Strength of One).

    Or GoOP. Ok. That answers that. I was hoping to avoid using an item slot or the spells/potions/innate ability(LG) to up his Strength to something combat worthy.
