Possible bug, can't find Saemon to give pirate horn to

in Baldur's Gate II: Enhanced Edition
So I just retrieved the pirate horn to give to Saemon but when I went down to the docks he was no where to be found.

Progression was all normal so I can't figure out how I stuffed this up.

Incidentally the girl Ginia disappeared too but maybe because I killed the guy for his medallion?

Any ideas where Saemon might be or do I just have to skip the Sahuagin city?
