Using Tab to Toggle to show Items and Icons like the Android and IOS versions

Hello, I seem to remember that it was now possible to turn the Tab key into a toggle instead of holding it down, but I don't remember where I saw the Instructions on how to do that. so now I am wondering if I just misread it, or thought it had that ability and it actually doesn't, but if it does, can someone tell me what settings in the ini file to mess with to make it a toggle. Thanks.
