Sassar missing, bug? (spoilers.. I guess)

Hello,

So I am currently working on unseeing eye quest. I just came back from the temple and trying to find Sassar but he is nowhere. I cannot find him. I DIDN'T touch tomb.. well I did, but I couldn't defeat this monster anyway so I loaded old save, I decided to come back here later. Sassar is still missing.. I even loaded even older saves (before I entered Sassar area) but he is still not here.

Is that bug? I really cannot defeat this eye after killing Gaal and the rest of this quest will be probably screwed anyway without Sassar.
