Disabling tooltips should not deactivate highlighting effect in the game selection screen

Disabling tooltips in Options->Gameplay by setting the slider to the rightmost value causes the highlighting effect of the game selection screen to disappear when you move the mouse cursor over the individual games (SoA, ToB, BP2). I don't think this is intended behavior.
