Display Portrait Icon - opcode 142 - question about several settings

Hello,
I had a look into several item headers/abilities which have both an effect altering a state (for instance poison, slow, etc...) and a display portrait icon.
Perhaps a stupid question but I am wondering why the opcode 142 is set with the savingthrow (or duration) settings also found in the corresponding active effect.
Is there a reason for that or is it a side effect from cloning a structure ? I thought the icon would appear only if the opcode was called/set and the creature was (still) under the corresponding state with no other conditions.
