[Windows 8] Can't scroll the screen with the mouse when zoomed out

1. Start a new game with the Abdel pregenerated character.
2. Zoom out all the way by scrolling the mouse wheel (3 clicks for me)
3. Move the mouse pointer to the lower edge of the screen.
Observed
The screen does not scroll downwards.
Expected
The screen should scroll down.
Notes
Sometimes also affects scrolling right. Left and up seem to be working as they should.
Any zooming out of the original zoom has this issue.
After returning to the original zoom, mouse scrolling works as expected.
Keyboard screen scrolling using the arrow keys is works as expected.
Happens on a fresh install, without changing any of the graphics options.
System spec:
Windows 8.1 64bit
Intel i5-5200
Intel HD graphics 5500
8GB RAM
