Text to speech mod [REQ]

There is a Notepad++ plugin http://ftp.privoxy.org/projects/npp-plugins/files/SpeechPlugin/SpeechPlugin v0.2.1/
which enables you to listen text after you install it (SpeechPlugin_0_2_1_dll.zip).
Is it possible to implement it as a mod?
So that you can listen the long books ingame.
