No longer able to move the screen with my mouse

in BG:EE Bugs (v1.3)
This occurs with all the EE games. One minute I can move the screen with my mouse and the next minute I can't. Usually it is restricted to moving to the right, but sometimes it also won't let me move down or to the left.

    Additional detail: This only happens when I have it zoomed all the way out. If I zoom the camera back in a tad then I can move in all directions again.

    I've had this happen to me a few times, Its always gone away by reloading.
