Not a bug per se.
One example is the prince itself (area 2402 - actor 0 - udprince.cre)
It runs kuotoa.bcs, a one block script that includes a 12 clock tick delay.
As a result the prince is doing nothing during a long period, you may even have enough time to kill his soldiers before he decides to move.
That delay seems excessive.
I do not log this message to challenge the difficulty, it just seems nonsensical.
