Lothander not showing up at the Blade and Stars Inn despite the fact that we have the geas scroll

Any suggestions? I have tried resting at the inn and returning to talk to the priestess of umberlee and the diviner.

    The value for the global variable HelpLothander is set to a 1; the script for the upstairs area in the Blade and Stars needs the value to be a 2. If you go upstairs you can use C:SetGlobal("HelpLothander","GLOBAL",2); and he should appear right away. He may initiate dialog first, run away, but then he will reappear and you can finish his part of the quest.
    Alternatively, you can use C:CreateCreature("lothan"); to make him show up and initiate dialog. He will still tell you to go to the Water Queen's house, after which you have to summon him again before you can complete his portion.

    Marek and Lothander's quest has a long and glorious history of being problematic.
