Question: How to make soundfiles for your custom soundsets?

Instead of googling around and getting bad downloads, I ask you my fellow Baldur's Gate-players. How do you create your soundfiles for your custom soundsets? Iam having some .mp4 files I'd like to edit and change into .wav files. Any good programs for this? Making custom portraits is a very easy, but creating sound files.. I've never done that before.
