General question about actual engine

Yo dudes!
As many of you know, I like to mod/hack/cheat. (woot)
One question I have is whether or not BGEE will be similar to "tutu" in the fact that baldurs gate tutu had all of the TOB items available. (Not just TOB items, but TOB spells, TOB classes, etc)
Additionally, I was curious if TOB spells would be available? (level 9 spells for example) if I were modding/cheating?
In other words, will TOB content be in this package like TUTU? (high level spells, high level items)
A comment from someone who's developing this game or can answer with certainty will get my blessings. (and I'll eat a box of cookies in your honor).
